The numbers before the département are the official code and can be seen on car registration plates and postcodes.

Départements de France (Préfecture) - sous-préfectures

The capital city of a département is called the préfecture.

Départements are then divided into arrondissements, with the capital city of an arrondissement called the sous-préfecture.
